The successful candidate will architect and design an integrated data layer solution, and other data flow/access solutions as required, that successfully balances mission requirements with information and cyber security requirements.

Duties, Tasks & Responsibilities

• Collaborating with the architecture team, security team, analytic stakeholders, and Sponsor management to architect, design, and implement a department-wide data layer solution
• Ensuring the data layer solution is continuously optimized and able to fully satisfy analytic mission requirements as rapidly and efficiently as possible
• Developing and documenting architectural guidance, interface designs, best practices, etc. for data layer engineering teams
• Assessing the feasibility of data layer and data flow designs/plans, and assuring alignment with established mission requirements and security mandates
• Analyzing, defining, and documenting requirements for data flows, processes, hardware and software environments, network connectivity, system interfaces, security controls
• Communicating technical assessments, proposals, and alternatives to both technical and non-technical audiences, including senior management
• Overseeing the design and implementation of custom solutions or the evaluation, selection, and implementation of COTS solutions
• Monitoring current and emerging technologies and industry trends to present technical recommendations to senior management and technical teams

Required Experience, Skills, & Technologies

• Bachelor’s Degree in Computer Science, Information Systems, Engineering, or other related discipline, OR 10 years of related software development experience may be substituted for education
• Strong experience with the full data lifecycle, from ingest through display, in Big Data and Cloud environments
• Demonstrated ability to effectively diagnose, isolate, and resolve complex issues pertaining to data, security, engineering, and architecture
• Significant experience with at least a majority of the following technologies: Oracle, Hadoop, Elasticsearch, SQL, Java, Linux
• Significant hands-on data analysis and parsing experience
• Familiarity standards and data issues in enterprise-size environments
• Exceptional ability to manage competing priorities and communication to multiple stakeholders

Desired Experience, Skills & Technologies

• Familiarity with multiple data management, content management, and knowledge management solutions
• Demonstrated expert application of design and integration principles for complex heterogeneous data and security architectures
